[Mpi-forum] Writable MPI-3 author SVN accounts

I should be more clear: only chapter committee chairs get writable SVN access, as listed here:

    http://meetings.mpi-forum.org/mpi3.0_chapter_wgs.php

All other Forum members can have read-only access provided by the generic SVN account (intentionally not posted here because the username/password are NOT public information).
