[Mpi-forum] First Vote for MPIR Document (ticket #228)

Hi all,

The document describing the MPIR process acquisition
interface passed the first reading at the September meeting.
The requested changes have been made and the new
document is attached to the connected ticket #228 as well
as to this email. Based on the discussion during the last
meeting, this document is up for its first vote at the October
meeting. This is scheduled for Monday afternoon.
