[Mpi-forum] Nonblocking Collective MPI-3 voting process

Just  a note to let people know that the plan is to have a formal reading of the non-blocking collective addition to the standard in the June 14-16 meeting of the Forum.  As people might remember, we voted this functionality into the standard, but could not include this in a MPI-3 draft standard until MPI 2.2 was finalized.
