[Mpi-22] Ticket #33: Fix Scalability Issues in Graph Topology Interface

We need more people reviewing this ticket to see if this is the right way to
fix the scalability problem with graph topologies. Among the new features
proposed in 2.2, it is a significant one and is not trivial to understand
and vote on unless you have studied it beforehand.
