[mpi-21] MPI 2.1 protocol from Jan. 2008 meeting of the MPI Forum

Dear all,

I have done the protocol of the MPI 2.1 sessions of the 
Jan. 2008 meeting in form of a copy of the slides.
I modified the slides in the way that they already reflect the 
decisions made by the Forum, e.g., names are now MPI 2.1 and MPI 1.3.

Bill has stored the protocol on the web-pages at
