[mpiwg-tools] Finding a suitable meeting time for 2024

Dear all,

the number of participants in the tools working group has been quite 
low and also quite non-diverse in terms of represented tool vendors 
and MPI implementers lately.

To check whether this is due to scheduling conflicts keeping people 
from joining the discussion, I created a poll to find a meeting time 
that would attract a larger crowd in 2024.

Note that the dates are placeholders for "Mondays, Tuesdays, etc." and 
all times are in US Central Time a.m.

Please also forward this to any of your colleagues who might be
