[mpiwg-persistence] Outcomes of today's WG meeting--More progress on Partitioned comms chapter/ticket

Hi, the latest updates to the partitioned chapter have been made based on
the quasi-reading today.

We will do a smaller group meeting on Thursday PM US time and update
further prior to next Wednesday's meeting, which will be with the Forum
invited...

We are scheduled for the VIRTUAL MEETING on October 30, which will supplant
our WG time.
