[Mpi-forum] 3/14: Formal Readings

Dear all,

an additional ticket ready for reading is #413.
It is only an example, but it explains the role of MPI_WIN_SYNC
which is unclear in MPI-3.0 for shared memory windows.

Therefore a formal reading may be done only in the RMA
working group, but for the case they want to read it at plenary,
here is the announcment to the forum.
