[Mpi-forum] Nonblocking Collectives Proposal

Dear MPI Forum members,
after the successfull first reading of the proposal for nonblocking
collective operations during the last meeting, the collective operation
working group took all suggestions and updated the proposal text. 

There were no significant functional or semantic changes. All applied
changes clarified the text, defined corner cases, added examples, or
improved the general wording of the proposal.

All significant changes are expressed in tickets that are referenced
from the main ticket #109 [1]. The latest proposal (rev. 3), which will
serve as a discussion ground at the Forum, is attached to the ticket [2].

All significant changes applied after the first reading will be
discussed in a short session on Monday evening, and the first vote will
be held on Wednesday morning.

A fully functional implementation is available with LibNBC [3]. IBM's
CCMI/DCMF and Aachen's SCIcoll implementations also offer support for
nonblocking collectives.
