Fortran identifiers are not case sensitive. However you can give a
name to a BIND(C) declaration so that the symbol generated is case
sensitive and follows the companion C compilers convention on symbol
generation.
For example,
BIND(C, name="MPI_Comm_rank")
generated the symbol, _MPI_Comm_rank
